Vehicle Donations and The New Tax Law
Beginning January 1, 2005, new federal tax legislation governing vehicle donations went into effect. The following is a summary of the new legislation contained in (HR 4520).

Established in 1996, Charity Cars is a very unique 501(C)(3) nonprofit organization and the first car donations charity of its kind in the United States.
The mission of Charity Cars is to provide a vehicle and auto support services to assist disadvantaged and financially struggling families in their transition from dependency to self-sufficiency.
The Charity Cars car donation program provides a car or other vehicle that has been refurbished to insure safety and reliability. Charity Cars also provides a current license registration, a down-payment for insurance, a limited service warranty and case management services to families that are willing to work.
Vehicles are registered and titled in the recipient�s name, however, Charity Cars retains a lien on each vehicle for a period of one year so the vehicle cannot be sold. Car donation recipients must be employed within thirty days upon the receipt of a vehicle and must remain employed throughout the lien period. Also, contractual obligations require recipients to maintain insurance for the vehicle and to participate in follow up case studies.
City, county, state, and local social services agencies that are involved with unemployment refer prospective recipients. The one-year lien offers social researchers the unique ability to monitor and track the statistical data necessary to measure the success of the program.
Charity Cars� experience with car donation recipients has shown that the receipt of a vehicle by a recipient has a profound effect upon their outlook on life. Recipients and their families experience a rebirth of hope and self-esteem leading to renewed energy and ambition to succeed. Many car donation recipients have even expressed the feeling that they have been given a second chance at life. Few car donations programs can impact the quality of life of the disadvantaged as immediately and dramatically as Charity Cars.
From its beginning, Charity Cars has enjoyed a great amount of local and national positive publicity including such prestigious media outlets as the Oprah Winfrey Show, ABC Good Morning America, CBS Morning News, People Magazine, The Non-Profit Times, The Chronical of Philanthropy and the Associated Press.
The automobile has been and continues to be a symbol of personal freedom and self-sufficiency. This may partly explain why the Charity Cars program has been so embraced by the general public. Many donors report that they can empathize with those less fortunate who lack a vehicle in our car dependent society having had the experience themselves at some point in their lives.
Help Charity Cars share the dream of the many disadvantaged citizens across America. It is not the traditional American dream of home ownership, but the simple dream to own a car to enable those less fortunate to have the transportation in order to get or keep a job and provide for themselves and their children.
The dream of Charity Cars includes this promise to every motivated recipient, "Secure full time employment that we can verify, demonstrate a desire to become self-sufficient, and we will provide you with a vehicle and the support necessary to assist you in moving from Welfare To Work."

(unless notified in writing that their vehicle will be provided to a disadvantaged person). Although most of the vehicles donated are not of sufficient quality to be 'program' cars, Charity Cars appreciates each and every car donation as they all help to fulfill our missions!
